Joint Statement by the Portfolio Member for Resources & the Chief Executive

In our organisation every one of our circa 2,000 staff, including temporary staff, is a REAL leader. If successful you’ll be joining an organisation with an unequivocal commitment to staff empowerment, strong governance arrangements, excellent relationships between Members/Councillors and senior officers, and excellent track records on financial and budget management, staff performance and culture management.

There’s a logic and a plan to our determination to succeed into the future. Our BBB plan sets our strategic ambitions and priorities for the borough and its people (circa 330,000 residents), covering the place and the people agendas. The plan is being supported by our four-year Transforming Bromley Roadmap (from 2019-2023). The journey is full of excitement, opportunities and challenges, but nothing insurmountable to date, thanks to the sheer determination to succeed, good leadership at every level in the organisation and the collective will and buy-in by staff, our greatest assets. Two years into the four-year plan we’ve a lot to be proud of and a lot of opportunities and challenges to look forward to! If successful you’ll lead from the front on challenging but exciting corporate and departmental programmes/projects including maximising the full benefits of the Member investment in IT (circa £5m), the borough wide digital infrastructure development and the implementation of the New Technology strategy (digital, artificial intelligence and data analytics, etc).

As the Chief Officer lead for legal, ICT, procurement, democratic and electoral services, you will be a member of the Chief Officers’ Executive (COE), which is leading on the transformation agenda outlined in our Roadmap. The post is key to the effective relationship between Members in general and the Cabinet in particular and Chief Officers.

The ability to create the right atmosphere and the right balance between Members’ political priorities and choices as democratically elected councillors and officers’ professional role/advice requires a special person with good interpersonal skills including humour! As a senior Member of the Cabinet, I, as the Cabinet Member for Resources (which includes all the services under the remit of the post holder), will provide the Member support to the successful candidate.

We’ll work together and respect each other consistently with our REAL leadership values. You’ll have an excellent working relationship with my Cabinet Member colleagues, including the Leader of the Council Councillor Colin Smith. You’ll also enjoy an excellent professional relationship with your Director colleagues through formal and informal meetings and get together sessions. The wider leadership team, mainly comprising Directors and their Assistant Directors, is a good place for strategic leadership discussions and learning opportunities.
